Helmsman Welcomes Felix Tse as Senior Adviser, LNG and Alternative Energy

Helmsman LLC is pleased to announce that Felix Tse has joined the firm as Senior Adviser of our LNG and Alternative Energy practice. Felix brings over 20 years' experience in the wholesale energy and commodities markets across Singapore, London and Sydney, with exceptional depth across the full LNG and gas value chain - from upstream project development and midstream trading and shipping, through to downstream and retail gas supply in Europe and Singapore.

Felix's arrival marks a significant strengthening of Helmsman's energy practice at a pivotal moment for global LNG markets and the energy transition. His appointment reflects the firm's commitment to offering specialist counsel on the most complex and consequential transactions in the sector.

Felix regularly advises on long-term LNG and gas sale and purchase agreements, energy trading contracts, shipping arrangements, carbon and clean energy products, and complex cross-border transactions. He has extensive experience in acquisitions and divestments, joint ventures, project development and dispute resolution, including price reviews under long-term LNG contracts.

Felix previously served as General Counsel of Pavilion Energy Pte. Ltd., a wholly owned Temasek subsidiary focused on energy security of supply until its sale to Shell plc in 2025. In that role, he advised Temasek as Chief Legal Officer on the full divestment of its interests in Pavilion Energy — overseeing board and shareholder governance, virtual data room management, management presentations to shortlisted bidders, and negotiations of the sale and purchase agreement. He also devised and led negotiations for three long-term LNG sale and purchase agreements incorporating industry-first, legally binding provisions on greenhouse gas emissions measurement and reduction, and played a senior role in Pavilion Energy's acquisition of Iberdrola's LNG and gas assets, establishing the company's European operations in Madrid.

Prior to Pavilion Energy, Felix held in-house counsel roles at Gazprom Marketing & Trading in London and Singapore, advising on LNG, crude oil, LPG and naphtha trading, structured gas and power transactions across European grids and hubs, and clean energy and carbon markets — including the Rimba Raya Forestry Carbon Project in Indonesia and bespoke carbon trading master agreements under IETA, EFET and ISDA frameworks. From 2009 to 2012, he was appointed by the International Emissions Trading Association (IETA) to its Legal Working Group to draft standardised emissions trading master agreements.

Felix began his career in private practice at Clifford Chance LLP and Mallesons Stephen Jaques in Sydney and London, where he advised on landmark carbon market transactions — including a carbon credit portfolio securitisation for Credit Suisse and the establishment of a Voluntary Carbon Unit registry for a consortium of investment banks — and served as counsel to IETA on successive versions of the Emissions Trading Master Agreement.

He holds a Bachelor of Laws and Bachelor of Commerce from the University of New South Wales, where he was awarded the University Prize for Best Results in Litigation (2002).
